July Updates: How The Indianapolis Foundation is Building the Case for a Better Way to End Homelessness

Solving complex community challenges requires tracking more than just housing placements; it requires monitoring wraparound services like mental health, medical care, and case management.

To drive a systems-level shift in addressing homelessness, The Indianapolis Foundation set goals to house 350 individuals through the Streets to Home program under its Housing to Recovery initiative. However, the Foundation faced a critical hurdle: siloed information. Housing inventory, subsidy supply, and provider networks were fragmented across disconnected systems, making it difficult to unify data for funders, the public, and state-level policy.

The Indianapolis Foundation adopted Metaimpact as its multi-stakeholder operating system. By serving as a central hub for citywide alignment, Metaimpact provided shared workspaces for the Foundation, the City, and 15+ service providers to align goals and insights.

This unified approach has fundamentally transformed how the city delivers supportive housing:

Unified Visibility: Fragmented data from four different systems was consolidated to create a shared housing inventory on track to represent nearly 100% of all available permanent supportive units in Indianapolis.

Ecosystem Coordination: More than 15 service providers now exchange insights, and report unit availability in real time within one shared workspace.

Credible Advocacy: Hard data is seamlessly combined with lived experience, providing a powerful narrative to influence policy at both the city and statehouse levels.

By using Metaimpact, the Indianapolis Foundation turned vision into a citywide movement and scale across their broader equity strategy. They aren’t just advocating for change—they are providing the evidence to make it inevitable.
